The pilot projects for biometric data collection for the government’s Unique Identification Authority of India (UIDAI) project headed by Nandan Nilekani, is already underway in Andhra Pradesh.
And now the UID is all set to invite bids from corporates for various contracts and projects for this mammoth project.
Of the 10 shortlisted IT companies, the final list for the Application Software Development contract is likely by end of this month.
The UID has set aside Rs 600 crore for this contract. Reports suggest bids in the range of Rs 500-750 crore have come in.
UIDAI confirms that they are looking for the L1 bidder, but are evaluating project expertise and scale of the bidder as well.
"It is very likely that one bidder may not be able to pull off an exercise of this size. So, it is likely that more than one IT company may contribute and UIDAI is considering that,” said Guru Malladi, UID program director at E&Y.
A Request For Proposal for the Managed Services Provider who will oversee the whole project will be floated by September – the big one that many System Integration companies will be eyeing.
UID sources say this will be the biggest contract that the UID will award Rs 1300 crore has been set aside for data collection and enrollment costs.
An RFP for a Biometric Consultant to co-ordinate state-level data and conduct de-duplication of that data is expected end of April. This is to ensure to weed out duplication of data.
An expression of Interest from private parties for the Biometric Technology provider has just been floated.
Clearly the UID is open to one company eyeing more than a single contract in this gigantic identification project.
